Resource Summary

This report explores how private investment can support climate adaptation in Southeast Asia, given the region’s vulnerability to climate change and limited public funding. A long list of case studies was compiled through research using online databases and expert input. Ten were shortlisted based on three criteria: (1) diversity across countries, adaptation and investment types, sectors, market maturity, and financial instruments; (2) data availability; and (3) scale of adaptation benefits. Each case was analyzed across three components: (1) outcomes, including finance mobilized and benefits achieved; (2) context, covering market conditions and the enabling environment; and (3) mechanisms, referring to the implementation model and funding structure. Findings highlight the conditions that enable private adaptation investment and identify models with potential for replication. The resource supports policymakers, investors, and development actors to scale adaptation finance across ASEAN.
